國民黨主席朱立倫28日接受廣播專訪時，舉出國民黨三項執政失敗案例，包括油電雙漲、12年國教與課徵證所稅，引發各界好奇朱是否打算和馬英九總統「切割」。民進黨主席暨總統參選人蔡英文29日表示，國民黨不只三項政策失敗，朱提到的三項，並不足以證明執政失敗的真正原因。
日前電視、廣播主持人趙少康呼籲朱立倫和馬英九切割，否則也別選了。朱立倫接受廣播主持人陳文茜專訪時，分析馬政府執政不力的主要原因是決策上沒有完整思考，他並列舉油電雙漲、12年國教和課徵證所稅等，都是執政失敗的例子。
朱立倫上述說法被外界解讀成是炮口對內，跟馬英九的執政做切割，對此，朱立倫29日受訪時回應，施政不對或不足就需要檢討，檢討是針對事情，並非對人，好的要維持，不好的就得改進。
蔡英文則認為，馬政府過去7、8年間從心態、準備、團隊、能力上都受到外界的質疑，政策失敗遠不只3項，還有許多政策執行失敗的例子，「朱立倫所提出的三項政策，還不足以說明國民黨執政失敗的真正原因」。
不過，蔡英文還是給朱立倫一點肯定。她說，國民黨執政失敗原因，朱立倫有講總比沒有講來得好，但選擇在選前2個多月講這件事，不足以說服社會大眾。
